Getting a stock 1986 golf gti soon, looking at these JOM coilovers http://store.blackforestindustries.c...mk3cojomc.html. Would these do the trick or should i skimp somewhere else on the car to afford a set of a known coilovers. And would this feed my cravings for ground scraping lowness? Anything else I'd need?

I would save up and extra hundred and so and go for FK Streetlines over the JOM/Vmaxx/raceland/rokkor stuff.
55-85mm lowering and I always found FK stuff to be comfortable enough for a daily.
At the same time you should pick up some late mk3 strut mounts/bearings/2 required nuts. Rear all you need are the 2 bottom and upper bushings. Don't get poly just get new rubber.
The mk2 and early mk3 strut mounts will let you go a 'tiny' bit lower but they're garbage imo and don't last nearly as long as the later ones and with your coils the miniscule difference in height wont be a problem.
