I've already used Aircraft remover to remove the old paint so it's down to bare metal.

yes, sandpaper. hopefully, you don't mind loosing the machining lines.
if you do want those lines maybe a machine shop can do a very light skim cut off the whole face.
or maybe a wheel refinishing shop can fix it. but other than that it's hand scrubbing. maybe steel wool or scotchbrite.
if you could make a tool like a compass like you use to draw circles with...something with one leg that fits the center hole and one leg that holds the scrubbing pad, this would help you scrub in concentric circles.
