Mesh wheels - how to polish spokes?

Hello guys

First thing first, here is a picture



My question is, I have no idea how to polish only visible side of spokes as in the picture. I have the same wheels (1 inch bigger), the spokes are not flat but rather rounded.
What is the procedure? Do I need to tape spokes first and then paint center of the wheel? Or do I need to paint first, then sand of the top of spokes with sandpaper and polish it? Or?
