Trouble assembling 3 piece wheel with welded lip and barrel

I'm reassembling a set of Works that have welded lips and barrels, and the faces really don't want to go in. I tried the faces in a brand new lip, and they slipped in just fine, so it's something going on with the lip/barrel. The bore of the lip feels smaller than the barrel. I cleaned the bore with a wire wheel, so they shouldn't have any built up corrosion. I had this same problem with another set of welded wheels, and I ended up selling them disassembled. Any ideas?

Update:

I made a set of extra long bolts to pull them together... tightened in a star pattern a little at a time. Used 1/4-20 socket (allen) head cap screws, drilled washers that fit exactly in the bolt seats on the face, and flange nuts. I slipped in a few M7 bolts to keep it guided straight.
