You need 18" step lips. Just tell them you have standard 17" reverse equips that you want steppee to 18s and they'll know. Because technically I think your faces are 16".

excuse my ignorance, but how would you step a 17" 3 piece wheel to 18" by only changing the outer lip? wont the other side of the barrell still be 17"? in which case one side is 18" and the other side of the wheel is 17"

you don't change just the outer lip. the inner barrel gets swapped too.
